In their 2015 biopic 'Straight Outta Compton' the group is shown being ruffed up and profiled by police before creating the song, but that's not how the real story goes. According to  Terry McDermott's L.A. Times article, 'Parental Advisory: Explicit Lyrics', the story goes something like this:

When Cube first showed the (F*** Tha Police) lyrics to Dre, he passed. "What else you got?" Dre asked. It was only after Dre and Eazy were caught shooting paintballs at people at Torrance bus stops that Dre changed his mind about the song.

This is backed up by Alonzo Williams of World Class Wreckin' Cru, when he recounts the events in the new HBO series 'The Defiant Ones':

“Him [Eazy] and Dre decide to drive on the Harbour Freeway sticking a paintball shotgun out the fuckin’ window, -- and PYAW! (pulls imaginary trigger) -- create havoc on the muthafuckin' freeway"

Dr. Dre chimes in:

"Ten, fifteen minutes after that, the police is behind us, pull us out of the car with guns drawn, lay us face down on the freeway, really aggressive and they whole nine -- as they should of been"

Ice-Cube reveals that he wrote "F*** Tha Police" for his own selfish reasons:

"You know him and Eazy were runnin' around fuckin' up, you know what I mean? (laughs) So Dre had t check himself into jail every weekend and as a teenager (laughing), weekends with Dr. Dre, you at the club, you're partying, the music is banging, you're around hip-hop -- he go to jail, all that stop -- so our weekends was boring, bunck! -- we was back on the block, we was just not doing nothing. So I was just mad that all the fun stopped and Dre had to go to jail 'till monday - so I wrote 'Fuck Tha Police', you know what I mean? Because it was like, enough is enough."
